This item can increase the power level of equipment with a minimum power level of +16 by +1. When upgrading there is a chance that the upgrade will fail, causing the power level to drop. However, the equipment will remain at least at power level +16. The highest level which can be achieved is power level +20.

The character level requirement of the equipment must not exceed level 100.
