Cargo Usage

Find the person responsible for the pirates' cargo. He should be around [ZONE_BOULDERWIND|Boulderwind Village] or the [ZONE_FISHMOUTH COVE|Fishmouth Bay].

These materials don't appear to be anything special. Why would those nasty pirates be transporting these materials? Shouldn't they be attacking merchant vessels and doing more profitable things?
