Rampant Pirates

Listen to adventurer [117293|Ishlar Jyaa] explaining Captain [117288|Nala Heffner's] battle plan for this area.

Oh, I've talked too much about myself. Actually <CS>Captain Heffner</CS> asked me to let you know about our current situation.

This place is rife with pirates and nothing we do seems to be driving them back. Captain Heffner has been thinking about how to effectively reduce their threat. Fortunately, they are badly-organized. Each pirate group comes with different boat, and the capabilities of the group captains vary greatly. Their lack of communication often results in internal quarrels.

However, the detailed battle plan is still to be worked out by Captain Heffner.
