If we hadn't simply accepted the pirates' cheek back then but declared war on them straightaway, everything would be easier now... But now we're in a weaker position, and there's a severe shortage of people, not to mention materials. If we were to declare war on them at this point, we'd simply be giving them an excuse to attack, and that'd be an even bigger problem for us.
