Decryption Efforts

Take the [243298|Instruction Document] to [124182|Kerley Hill] in [ZONE_SILVERSTEP_CAMP|Silver Streak Camp] so he can remove the enchantment from it whilst dealing with the insignia.

[124182|Kerley Hill] is convinced that the [243297|Insignia of the Unknown] has been locked by a spell. Presumably that's the same one that's been cast on this [243298|document]. They're using magic to make sure their writings and sketches remain secret.

[124182|Kerley Hill] is trying to remove the spell, but so far without success. Why don't you take this [243298|Instruction Document] over to him as well and see if he needs your help in any way.

Fine. Sadly I haven't got much further with my attempts up to now, but I'll do my best. Maybe there's another route I haven't tried yet!

I don't even know where to start. How am I supposed to know what order the characters should appear in? I need a point of reference of some kind.
