There are still a number of the Inexorable League's [<S>106285|Scouts] roaming around the [ZONE_SECLUDED_BASIN|Secluded Bay]. It would be rather unfortunate if they were to come across the [ZONE_LOWLAND_CORE|Citadel Outpost] which the Hand of Balance built here.

That's why it's vital, should you happen to spot any [<S>106285|Inexorable League Scouts] in the region, that you kill them on sight. At least that way we'll reduce the risk of detection.
